Usual way to clean up the scaling, etc, is to remove the tank from the car, drop in some nuts (as in bolts and nuts), and then shake the tank vigorously (with some liquid in the tank, ideally petrol), do this repeatedly , constantly clearing the sediment from the tank till you see that the petrol that you pour out is clear of any sediment. I must add that the next important tip is how to prevent the tank from rusting up again.
