Roy, normally the resistance wire gets damaged and is open circuit. This means the bulb dosen't work at all. The resistance should be about 30 ohms by the way. If a normal 6 volt bulb works but not a 2.5 volt one I would say the 2.5 volt lamp is not making contact properly, or it went pop when you put it in. If so, I would suggest the resistance is not in circuit, if it was the 6 volt lamp should be very dim.
