Asssuming it's an SU, there are basically two types - high pressure and low pressure. You may have the wrong one, or is the pump running too frequently? The setting is quite critical and described in the Burlen fuel systems book, Burlen are the official agents for SU now. I guess as it worked before, but incorrectly the pressure is now simply overcoming the float and needle valve. It would pay to carefully check this area too. As to starting when flooded, the standard proceedure is to not use the choke and floor the throttle whilst cranking the engine. In these circumstances my experience is that an Austin Seven is usually so badly flooded that the plugs need to be dried or a long wait for it to dry itself.
