Most interesting, my tank has no such mechanism - maybe it is non-standard. I assumed it was just a standard Ruby tank. The filter is located above the drain plug hole which is located on the bottom/centre of the tank (the outlet line is also taken below this filter but brought internally to the front of the tank). This portion of the tank has a largish dome pressed in it (domed downwards) and the drain plug is threaded into a neat brass nut/plate cast assembly that is mounted with 4 rivets to the tank. This in turn is soldered to the main portion of the tank to prevent any leaking.... the only way I can see that the filter was put in was at the time of assembly. Maybe these were made in Australia during the 1930's? But it's not a real clever design from a cleaning point of view.
