The stuff you call slop was originally developed for sealing fuel tanks in aircraft wings, and as such should be quite suitable.The only thing to be careful of is that all the loose rust and crap should be cleaned out first , and steam cleaning should do this. Do not even try soldering on a fuel tank unless it has been steam cleaned a soldering iron is just as effective as a blow torch in igniting petrol fumes.
