Barry You're allowed 10% smaller or bigger if you want to remain in the "modified" class. Below that you're considered a "special" and run with cars that can heavily altered from what Sir Herbert would recognise. Since my Ulsteroid is pretty standard-ish (right ride height, 3 speed box, engine not moved back, slow driver etc) I have much more fun running 18 inch wheels and staying modified than I would if I had smaller wheels and competed in the "special" class. The VSCC change has been to say that even for "specials" 15inch wheels with radial tyres aren't prewar so Austin Sevens must run on 16 inch or bigger. Simply put the view is that 19inch is standard, 18 inch is modified (less than 10%) and anything below that makes you a special with a lower limit and the end of 2003 of 16 inch.
