Zenith carburettor

II have a mag engined chummy with a zenith bronze updraught carburettor. The problem I have is that the car is very slow at picking up from idling and the harder I put my foot down - the slower the pick up.. This makes it dangerous crossing main roads and difficult to change down as it will not rev to declutch I have set it up as suggested on this forum (Ian Moorcraft) with the right fuel level and the slow running jet between one and half and two turn above the jet.. There are no obstructions inside the carburettor. Any ideas?
