I always get my brake linings bonded on by a local firm, and we go through their catalogue of lining material looking for high-friction stuff. I have tried riveting them on, but found beating my head against a brick wall was more satisfying, and about as productive. A couple of things you have to watch: They tend to leave the linings rather short, whereas I like mine to cover the complete area of the shoe - with the 6" shoes, I get them to put a rivet through the end holes (which are off the main surface of the shoe). The lining material is wider than the shoe, and is then ground down to the correct width after bonding. The problem is that ham-fisted mechanics will tend to grind the shoes as well, which therefore gradually get narrower. I now ask them to leave the linings 1/16" too wide each side - this also gives you a little more surface area (there is enough room in the drum).
