Steve is right, a re-grind works wonders.
Did you mean restoring as you said or restored? If the latter, the rings may need bedding in, especially if fitted to old glassy bores; they must always be glaze-busted. In any event, the old answer is to put oil down the bores whereupon an increase in compression indicates faulty ring seals, whereas if none, valves sticking, poorly ground or maladjusted (open).
