Does this happen when the engine first starts from cold or when it is warmed up?

At cold, the gauge should go past the ten and stay there until the engine warms and it comes back to a figure between about about 3 and 6 depending on your engine and pump.

Perhaps the gauge is faulty - if you have access to another gauge it would be simple to swop them over.

Also check the pressure relief valve is working properly and that the ball is not ridged.
