Not quite correct.
The VSCC 2002 Eligibility Document says:
On Modified and Specials, hydraulic brakes are allowed.
Wheels on a modified car must comply with the 10% rule but on Vintage Specials, under 1100cc, 16" wheels or larger can be used. PVT Specials under 1100cc can use 15" wheels until December 2003 only.
You've got it right with the Cylinder Heads.
On Specials, Manifolds must be "of a design and appearance appropriate to the period"
The VSCC publishes a booklet which guides builders of Austin Seven based Specials on which way to go. It is well worth obtaining if that is what you are doing and intend to compete in VSCC events.
