Firstly, the ADR rules sound awful, see my earlier comments on specials, under OOOPPss; http://daphne.bio.flinders.edu.au/austin7/_disc1/0000060c.htm
Secondly, Ian is right. Why on earth build something which will cost a fortune, take ages and always be a pure copy - go buy a real one! Certainly, over here in the UK an early car will fetch a premium price still, I would say £10,000 for a, say, 1924 car, but it will be real and not a fake which the copy always will be and the real one will always be worth money, whereas you'll be lucky to get half your money back on the copy. Its your decision of course, but having built an A7 from a pile of bits, that alone took me 3 long years, now I'd take the easy way out. Life is too short.
