I have changed brake shoes without removing the hub, in my time. The bad news is that there was probably more bleeding involved (both literally and figuratively) than if I'd just taken the hubs off anyway. Have never come across a really clever way, alas! Sorry! May I take the chance to advocate the use of more powerful brake return springs, if you can find them, especially on the front? This allows you to adjust the lining close to the drum without being frustrated by the inherent tendency of the front brake cable to unbend. The pedal gets a bit heavier, but I think it's worth it.
