In simple terms it allows you to run a standard 6 volt dynamo on 12volts without the risk of burning the thing out. It does this with clever electronics that control the voltage going to the dynamo field coils. In practical terms it replaces the cut-out and you have to do some minor mods to the inside of the dynamo. The benefit is 12volt lights which run the same wattage bulbs with less current so the resistance losses are less. Plus, of course the starter works, batteries and bulbs are easier to find and so on.
